Copper #1 is clean copper scrap; Copper #2 is copper scrap with solder joints, or heavy soiling/ plating/lacquering/brazing which cannot be easily wiped off by hand. “Hair wire”, or wire whose diameter is less than that of a pencil lead, is also classified as Copper #2.
The most valuable item in the copper scrap family is “bright and shiny” stripped wire, whose individual strands are at least as thick as a pencil lead. If stripped wire is not bright and shiny by appearance, it becomes classified as Copper#1 (as long as its individual strands are sufficiently thick).
Pricing for insulated copper wire is determined by ascertaining the percentage of copper by volume, and multiplying that percentage (less handling fees) by the applicable market price for copper (either #1, #2, or bright and shiny).
